Search the Internet for a location using the location name and the word “shapefile” or the extension “shp” . For example: Philadelphia shapefiles

Most states maintain an official public access geospatial information clearinghouse.  Pennsylvania's depository is called PASDA. Pennsylvania Spatial Data Access

The U. S. Census Bureau is a great resource for shapefiles: geographical boundaries are maintained as shapefiles. It updates them every year, they are free, and they are accurate.
