Most databases, including Google Scholar, have tools for creating citations in APA format and also to export them to citation managers such as Zotero, Endnote and Mendeley. Whenever you use these tools, be sure to check the citations. In particular, look at:
- Author: the program may have incorrectly identified the author. For many government sites, it should be listed as the organization, not any individual names listed.
- Year: date of publication may vary, some websites with have a message on the bottom that says “last updated (date)”. This may not be the publication date but rather tied to the website design itself.
