Annual Report

The Temple Law Library prepares an annual report to share and assess its work as it moves toward realizing its mission and goals. The report records the Law Library's activities and accomplishments toward its vision of providing patrons reliable and knowledgeable access to legal information and nurturing Temple Law students in becoming information literate, ethical researchers, and technologically adaptive attorneys and legal professionals.

2019-2020 Report

Introduction
For the 2019-2020 academic year, Temple Law Library engaged in new service initiatives responding to a disruptive pandemic and several changes to staff. The Law Library faced these opportunities and challenges guided by its mission to actively support the goals of the Beasley School of Law by providing exceptional library and research services through its knowledge, expertise, and resources.

Services
In addition to keeping up its conventional services, new leadership in the Law Library spurred innovation in public programming. September 2019 saw the inaugural Library Open House, an afternoon reception featuring drop-in demos by Bloomberg Law, Fastcase, Lexis, and Westlaw reps and opportunities for students to talk to librarians about online, study, tech, and scanning tools. 

To take the library to the students, Charlie Perkins, Head of Public Services, held weekly Library Pop-Up sessions. At these day and evening events, librarians set up shop on Klein Hall’s first or second floors. Students spent a few minutes with the librarians learning about the day’s featured resource or service. The 22 Pop-Ups prompted over 500 conversations.

The Law Library began building regular communications with students through use of Facebook, Canvas, and the weekly student post to announce events, trainings, and new resources. Outreach collaborations with the Marketing, Communications & Media Relations team included Instagram stories for Rare Books Week and a National Library Week Spotlight on Librarians.

Several new research guides were created during this period: including Alumni Access to the Law Library, Faculty Services, and an International LL.M. & Graduate Students Guide, which includes video presentations on basic legal research resources and English-language tools. Online research guides help patrons discover and use the Law Library’s collection.

Faculty support remains a priority for the Law Library. The Law Librarians filled over 200 document delivery and purchase requests, and assisted with nearly 60 research requests. Julie Randolph, Reference Librarian, supervised 3 Library Research Assistants, providing additional training and support for scholarly projects. 

Publications from the Stephen and Sandra Sheller Center for Social Justice were added to TUScholarShare, Temple University’s new institutional repository. Noa Kaumeheiwa, Head of Collections & Assessment, worked with the Charles Library Scholarly Communications team to upload the Sheller Center resources to this open access collection.

Collection
Michelle Cosby, Director of the Law Library and Associate Professor of Law,  expanded the electronic collection in new directions. A new subscription opened the Hein Law Journal Library for use by Temple Law Alumni. Besides the legal database Fastcase, she procured licenses for the Procertas legal technology training suite, the West Academic Online Study Aids Library, and Quimbee, a legal learning platform of case briefs, outlines, video lessons, and quizzes. Students with existing individual Quimbee accounts moved to the Law School account, each saving $15-24 per month. 

The print reserve collection, housing required coursebooks, print study aids, and select high-demand titles, continued to be popular with students. Reserve materials were signed out approximately 5,800 times. The collection was enhanced with 110 new titles or editions.

Outreach & Reference
Law librarians reached 605 participants with 31 presentations and answered over 1,500 reference requests.

Student Staff
A crew of 15 student library assistants worked over 3,500 hours at the Law Library.

Librarians
The 2019-2020 academic year was Michelle Cosby’s first year as Director of the Law Library. Despite a full schedule of association work and travel as President of the American Association of Law Libraries, she oversaw the library, instituted new resources and services, and led recruiting to fill vacant positions.

In August 2019, the Law Library welcomed Charlie Perkins as the Head of Public Services. In addition to his normal day-to-day activities, he organized the Law Library’s orientation activities and built on the Law Library’s training and outreach programs.

In December 2019, Acquisitions Librarian Stephen Pavlo retired, ending a  44-year career at Temple Law Library. In that time, Steve ably led stacks management, student worker supervision, several collection shifts, reference in foreign legal materials, and integration of information technology into research and law librarianship. 

Searches to fill two vacancies, each with roles in both public and technical services, began in the winter. Final recruitment was suspended due to COVID-19.

In order to stay current on the latest trends in law librarianship, all of the librarians participated in professional development events including workshops, conferences, and coffee chats. 

COVID-19
Responding to state and city guidance, Temple Law School moved to online instruction and closed the Philadelphia campus on March 19, 2020. The Law Librarians transitioned to working from home and continued to support students, faculty, and staff in the new remote teaching and learning environment. 

Michelle Cosby communicated the Law School leadership’s plans and decisions and designed services that would meet the challenging and ever-changing requirements for remote service. The Law Library team moved quickly to create and maintain an online guide to share these changes. All librarians adapted to providing one-on-one research help via a Zoom reference desk during the same hours they would have been available at the physical library. All planned research training sessions were presented online.

The Law Library responded to the morale and community building challenges of the stressful and isolating time by hosting sessions like an online game time for Law School staff and a Spring Exam Time Trivia Quiz, with prizes furnished by Lexis.

Vision - Looking Ahead
The Temple Law Library will continue to cultivate knowledge, embrace change, and advance the community.  As it does, it will move toward its vision of teaching law students how to be information literate, ethical researchers, and technologically adaptive attorneys and legal professionals. 

Staff Achievements

  • Michelle Cosby served as President of the American Association of Law Libraries. 
  • Michelle Cosby testified before the House Appropriations Subcommittee on the Legislative Branch on funding for the U.S. Government Publishing Office (GPO) and Library of Congress.
  • Charlie Perkins published Deepfakes, Cheap Fakes, and the Information Professional, 42 AALL CRIV Sheet, Feb. 2020, at 12.
  • Julie Randolph served as Member-at-Large on the Board of the Greater Philadelphia Law Library Association.
  • Julie Randolph served as a jury member for the Temple University Libraries Livingstone Undergraduate Research Awards.
  • Julie Randolph was appointed to serve on the AALL Legal Research Competencies Review Special Committee.
